On December 16 and 17, Congress passed its Fiscal Year 2012 omnibus spending bill. Despite a 0.189 percent across-the-board cut to all Labor-HHS discretionary programs except for the Pell Grant program, the omnibus spending bill included increases for the National Institutes of Health (NIH) and the National Institute of Biomedical Imaging and Bioengineering (NIBIB).
